## Dear Phuket Governor, Khun Kitty, and Khun Bew,
I would like to inform you that we have found another large kindergarten operating without a license, again owned by Russians. They are currently seeking foreigners through multiple Facebook ads to work as English or Music Teachers for their kindergarten and summer camps. The kindergarten is called DREAMMAX and is located in Chalong.

The person posting these ads is Anna Malinovskaya

It is located in Chalong, similar to Mama Mia and Russvet, all of which were not on the last inspection list by the education police, alongside Jumanji and Tree Montessori.
From their images on Facebook and Instagram, it is evident that there are hardly any Thai staff, as all staff appear to be Russian!

Please click on the "Read More" link to access all information and links about this kindergarten, which is clickable, allowing officers to verify for themselves. A response stating: "They have only Thai staff" is no longer acceptable. This applies to all other mentioned kindergartens that were not on the officers' checking list.
As suggested by Khun Bew, I will also send all our conversations and documents we have so far to the Thailand Ombudsman to order a comprehensive check of the entire system, including those inspecting the kindergartens and issuing licenses. I hope the Governor of Phuket agrees that this full check is necessary to eliminate any corruptive tendencies, allowing fair and successful inspections.
From the attached screenshots (and we have the videos downloaded here too), you can clearly see that there is rarely any Thai staff working with the children, and most of their employees appear to be Russian nationals or nationals from countries formerly part of the Soviet Union.
We urge the Governor to conduct inspections of the kindergartens in a transparent manner that eliminates corruptive tendencies at their source. Licensed kindergarten owners who have gone through the proper process deserve that all others follow the regulations and not start operations with more than 7 children until their license is approved by Thai authorities.
Additionally, the Revenue Department should be involved to check if these kindergartens, operating without a license, have paid their 7% VAT like licensed kindergartens. If not, they should be made to pay this 7% retroactively for the years they operated illegally with many children passing through their institutions.
The Labor Department should also be informed to conduct regular, preferably at least monthly, unannounced checks of their staff during their operation until they become licensed institutions. This would reveal the true extent of how illegal schools in Phuket harm legal institutions.
Please also check the conditions for a licensed boarding school, as some institutions recently inspected seem to have been allowed to operate as boarding schools without a license. Who will bear the risk and costs if a serious accident, fire, or infection occurs in such an unlicensed institution? Hopefully, it will be the officers who allowed them to operate! I strongly recommend ordering all illegal, unlicensed kindergartens to close and operate with no more than 7 people until they are properly licensed for a higher number of people.
Thank you for all the efforts made by Khun Kitty, Khun Bew, and the Phuket Governor in ordering the MOE to conduct inspections. To honor them and make them proud, I must clarify that it is not their fault, but unfortunately, their efforts seem to not be honored by those conducting the inspections. These institutions continue to operate without a license, and some have operated for years without a license. This sends a very wrong signal to those who are now starting new kindergartens without any license, as new ones open every month on Phuket Island.
Entire checks should be conducted for the following institutions, including VAT 7% checks, even for those recently inspected last week. We will collect videos and images of adults working with the children in these institutions and send them to the Thailand Ombudsman. The nationality of those working in most cases is NOT THAI.
