This issue must be added to the list of problems I have previously sent to you.** ## **Additional Key Issues** **Employees of the school or officials of the Primary Education Office in Phuket have apparently modified governmental documents and distributed them to parents to make them believe they are genuine.** **The only individuals with access to the official document were the officers in the Phuket Primary Education Service Office, who created the original, and the owner and nominee of Pinnacle International Academy, who were addressed in that official document.** **I have already inquired about this case at the Phuket Primary Education Service Office, and they showed me the original document. The original document differs significantly from the document that the school distributed to parents interested in registering their children. The modified document was clearly scanned from the original and processed with an OCR program, which left artifacts that cannot be easily produced on a Thai keyboard within the text and blank areas. They copied the complete header, including the document number and the signature part, but heavily modified the text in between, using English letters and Roman numerals, while official documents usually use Thai numerals for numbers, phone numbers, dates, etc. The paragraph alignment was changed from justified, typical of Thai official documents, to left-bound alignment.** **When I asked the officers what they intend to do about the school that faked an official government document, their response was that they didn’t know. Therefore, I now ask you what consequences will be imposed on a school that has clearly faked official governmental documents. Will you close down the school immediately, refuse to issue them a license, or will their behavior be rewarded by granting them a license as they have already claimed to parents?** **What else needs to happen for illegally operating institutions to be closed by governmental officials and no longer be allowed to open?** **This case also raises the question of why there is still no online list of all licensed educational institutions that includes their owners, directors, purposes, the number of students they are allowed to host, contact information, and the DBD number of the company running the institution.** **How many other schools might be doing the same with parents looking for a school? Have your officers checked? Why does the department responsible for nurseries allow institutions to run even as schools with boarding facilities, and why have some not been checked, even though they have been well-known for years to operate illegally without any license? Will their illegal practices over many years be rewarded with a license as well?** **How can provincial leadership demonstrate responsibility to parents and staff working in these institutions when basic elements such as proper licensing and license checks are missing or conducted mysteriously? Who is checking and controlling those who actually check the schools?** **So, what is the status of the mentioned issue of faking official documents? Will you close down and revoke any licenses and prohibit them from obtaining a license as a result of faking governmental documents, or what are the consequences they will face?** **I look forward to your response.** **Please confirm the meeting with Phuket licensed educational institution owners on August 7th, 2024.
